As Professor of Internet Studies at the University of Oxford, Bill is an expert in emerging technologies and how they shape both policy and the citizen and consumer experience.

A Fellow of Balliol College, his department - the Oxford Internet Institute - focuses on the societal implications of emerging technologies like the Internet.  It has completed the 2011 Oxford Internet Survey (OXIS) to build on earlier surveys in 2003, 05, 07 and 09, issuing a report, entitled 'The Next Generation User: The Internet in Britain 2011' (Oxford Internet Institute).

He has a PhD in Political Science from SUNY at Buffalo and has published and edited a range of publications on the Internet and ICT over the last decade.

He is also a member of the Ofcom Nations Committee.
